What is a Rule 25?

A Rule 25 (also known as a “Rule 25 Assessment”) is a clinical tool used to screen for what the medical community refers to as substance use disorders (sometimes referred to as either alcoholism, addiction, substance abuse, or chemical dependency). The assessment is based upon Minnesota statutes. Under Rule 25, a qualified assessor, typically a Licensed Alcohol and Drug Counselor, collects information about an individual's alcohol and drug use. This information determines whether that individual is recommended for alcohol or drug treatment and the intensity of treatment.

Are there free options for assessments if I am uninsured?

Yes - in Minnesota there are specialized funds set aside to pay for rule 25 assessments and alcohol/drug treatment for individuals who are underinsured or uninsured. These funds are in what is known as the MN Consolidated Chemical Dependency Treatment Fund (CCDTF). Not everyone will qualify as there are residency and income eligibility requirements. To apply, simply contact your county's social services department. Counties have a "Rule 25" or "Chemical Health" department and county professionals in these can walk you through the application process.

What are my rights?

  • You have the right to a client-centered assessment, where your input is valued and utilized.
  • No treatments are mandatory. You are autonomous and serve as the ultimate authority over your own health care.
  • You have the right to a non-biased Rule 25. Our assessor (612) 249-3656 works independently from nonresidential and residential programs; as a result, you do not have to worry about being pressured into any particular treatment program.
  • You have the right to have your assessment scheduled and completed promptly. Recommendations consist of anything from simple suggestions to a complex, multicomponent intervention.
  • You have the right to a second opinion.

    What are the components of a rule 25?

    Who needs a Rule 25?

    In MN, anyone can request an assessment for him or herself or for another person. Additionally, Rule 25 assessments are often ordered by courts, judges, probation officers, and community corrections. Completing a Rule 25 is the first step to be placed into an alcohol and drug treatment program.
